Construction surveying and setting-out for infrastructure projects in Saudi Arabia
Contractors on roads, metro lines, utilities and buildings need survey teams that set out the design accurately and record what was built. This guide explains what the work includes, what a good provider delivers and how to compare providers.
IllustrationThe short answer
Construction surveying transfers the design onto the ground and checks the result: it covers control checks, setting-out of alignments and structures, levels, as-built surveys and survey records for quality control. Choose a provider on team capacity, calibrated instruments, written QA procedures, reporting and documented experience on similar projects.
What the work includes
On an infrastructure project the survey scope usually covers:
- Checking the client control network before work starts, and densifying it near each work front.
- Setting-out alignments: road and rail centrelines, offsets, chainages and utility routes.
- Setting-out structures: piles, footings, columns, walls, anchor bolts and embedded items.
- Levels and grades for earthworks, pavement layers and drainage falls.
- As-built surveys of completed work, compared with the design tolerances.
- Quantity surveys for earthworks and progress measurement.
- Survey records, request-for-inspection support and handover documents for quality control.
What a survey team needs on site
A typical team is a surveyor or survey engineer with an assistant, a total station (often robotic), a GNSS RTK receiver, a digital level and the controller software, plus a vehicle and safety equipment. Large projects run several teams under a chief surveyor who owns the control, the procedures and the records.
How to compare providers
- Capacity: how many equipped teams can start, and how fast more can be added.
- Instruments: make and model, and current calibration certificates.
- Procedures: how control is checked, how setting-out is verified and how errors are caught.
- Records: what the daily reports, as-built files and QA records look like.
- Experience: similar projects, with the provider’s actual role on each.
- Local presence: office, support and replacement equipment in the region.
How YAZ Development helps
YAZ Development is a surveying company in Riyadh with more than 50 active surveying teams, supplying construction surveying, setting-out and survey teams to contractors across Saudi Arabia with Leica, Trimble and Hi-Target instruments. YAZ provided surveying support on the Riyadh Metro with more than 40 survey teams, and road surveying and setting-out on the Dairab Road project. On these projects YAZ works as the surveying subcontractor.

Common questions
What is the difference between setting-out and as-built surveying?
Setting-out marks the design position on the ground before construction. As-built surveying measures what was actually built afterwards, so it can be compared with the design and recorded for handover.
Do contractors hire survey teams or buy survey services?
Both are common. Some contractors hire equipped teams that work under their own engineers; others buy a defined survey scope with deliverables. Large projects often combine the two.
What tolerances apply to setting-out?
Tolerances come from the project specification and the element being set out; structural items such as anchor bolts are much tighter than earthworks. The survey method and instruments are chosen to meet them with margin.
